JESCA has developed a step by step approach to assessing the readiness of a country and/or an institution to engage in PPPs. Our specialists start with a desk review of the legal framework, the PPP policies, and other relevant documentations.
We follow this initial step with administered and self-assessment surveys, site visits, focus groups and key informants’ interviews for an in-depth assessment.
For the surveys, we use and adapt widely tested tools such as the UNESCAP PPP readiness Assessment tool. We use our ICT4D team to transform those tools into electronic and online survey formats to facilitate analysis of the data, design an action plan and monitor its implementation.
We use the assessment to identify gaps and develop a need-based action plan to fill these gaps using international best practices adapted to each country’s unique circumstances.
